In a political era often characterized by division and controversy, one American mayor has built a reputation on an entirely different platform: friendliness, community engagement, and unconditional affection. His name is Mayor Max III, and he is a Golden Retriever.
Mayor Max III serves as the honorary mayor of Idyllwild, California, a mountain community in Riverside County. While the title may sound like a novelty, the story behind Mayor Max reflects more than a decade of civic tradition, charitable fundraising, tourism promotion, and community outreach (Los Angeles Times, 2023).
How a Dog Became Mayor
The origins of the canine mayoralty date back to 2012 when the nonprofit Animal Rescue Friends (ARF) organized a fundraising election. Since Idyllwild is an unincorporated community and does not have a traditional elected mayor, residents were invited to nominate dogs and cats for the honorary position. Votes were purchased through donations, with proceeds benefiting animal welfare programs (Mayor Max, n.d.; Los Angeles Times, 2023).
The first winner, Mayor Max I, received more than 21,000 votes and raised approximately $31,000 for ARF. After his passing in 2013, Mayor Max II succeeded him and served for nearly nine years. Following his death in 2022, Mayor Max III assumed office, continuing what has become one of the most unusual civic traditions in the United States (Mayor Max, n.d.).
The Current Mayor
Officially named Maximus Mighty-Dog Mueller III, Mayor Max III was born on September 5, 2022, in Utah and took office on December 10, 2022. He serves alongside Vice Mayor Meadow and Deputy Mayor Mitzi, both Golden Retrievers. Together, they constitute the current administration of the Office of Mayor Max (Mayor Max, n.d.).
Unlike traditional politicians, Mayor Max has no legislative authority. Local government matters remain under the jurisdiction of Riverside County. Instead, his role is that of a goodwill ambassador and community representative. He regularly attends public events, ribbon cuttings, charity fundraisers, school visits, hospital visits, nursing-home appearances, and tourism activities throughout Southern California (Mayor Max, n.d.).
A Tourism and Community Success Story
What began as a fundraiser evolved into a significant local attraction. According to Mayor Max’s office, visitors travel specifically to meet the canine mayor, generating foot traffic for local businesses and increasing tourism visibility for Idyllwild. Public appearances occur several days each week, attracting long lines of visitors eager to meet him and take photographs (Los Angeles Times, 2023; Good Morning Idyllwild, n.d.).
The Los Angeles Times reported that business owners originally expressed a desire for increased tourism and economic activity. The Mayor Max program was designed partly to address that need, and local merchants credit the mayoral tradition with helping raise the town’s profile far beyond Southern California (Los Angeles Times, 2023).
Over the years, the mayoral office has distributed thousands of calendars, attended hundreds of community events annually, and interacted with visitors from around the world. According to the Office of Mayor Max, the program has reached millions of people through social media and public appearances (Mayor Max, 2024).
Why People Connect With Mayor Max
The popularity of Mayor Max cannot be explained solely by novelty. Researchers have long documented the positive social effects of companion animals, particularly their ability to facilitate social interaction and reduce stress. Although Mayor Max is not a certified therapy dog in an official capacity, his public appearances often resemble animal-assisted outreach programs.
Residents and visitors frequently describe encounters with the mayor as uplifting and memorable. Schools, hospitals, rehabilitation centers, hospices, and community organizations regularly invite him to participate in events intended to bring comfort and encouragement to participants (Mayor Max, n.d.).
His chief of staff, Phyllis Mueller, has described the office as intentionally nonpartisan and focused on kindness, community service, and human connection rather than politics (Mayor Max, 2024).
More Than a Mascot
While Mayor Max III is not an elected government official in the traditional sense, he occupies a unique place in American civic culture. His office demonstrates how local traditions can strengthen community identity, support charitable causes, and create positive public engagement.
In many ways, Mayor Max represents a rare form of leadership that requires no campaign promises, policy debates, or partisan messaging. His job is simply to make people smile, promote his town, and bring residents together. Judging by the continuing popularity of the Office of Mayor Max, he has been remarkably successful.
